The Corridor Plan for Perth was developed in the 1960s and adopted in the 70s, which created five sub-regional centres called Fremantle, Joondalup, Midland, Armadale and Rockingham. The plan was passed and enacted in the Parliament in 1973.

The city gets its name from Joondalup Lake, which is a Noongar word recorded in 1837. It means a place of whiteness.
